The VCL code base is open-source and is freely available through the Apache Software Foundation.
The Apache Software Foundation provides support for the Apache community of open-source software projects. The VCL code base was donated by NCSU and accepted into the Apache Software Foundation as an incubator project in November 2008. VCL graduated out of the ASF incubator to a top level project in June 2012.
The Apache VCL project is a growing community and welcomes anyone to join who wishes to contribute.
